Are "1" , "3" and "Bech" Addresses (BTC) forward and backward compatible?

Are "1" , "3" and "Bech" Addresses (BTC) forward and backward compatible?

Wondering if lets say someone has funds in Bech32 and they send to a "1" or "3" address due to less characters to remember ect.

sendrawtransaction and txn-mempool-conflict When i sendrawtransaction to bitcoind, i get error (exceptions) 18: txn-mempool-conflict (use Bitcoin JSON-RPC denpamusic/php-bitcoinrpc ) But the transaction is sent to the network and is subsequently confirmed.
